Job Overview:


The Principal Estimator (Marine) develops offshore marine estimating inputs for assigned bids, but not limited to offshore work sequence, POB, schedule, vessel requirements, based on the scope and management strategy.

They conduct a review of specifications, installation sequences and complexity as well as maintains offshore historical records and prepares Benchmarks


Key Tasks and Responsibilities:


  • Review SOW to be performed by Marine
  • Raise clarifications (if any) on received Tender Documents & submit to Proposal Coordinator
  • Prepare brief offshore installation scope of work highlighting critical element of scope, schedule, specifications and any concerns, issues and nonconventional elements
  • Review field layout and environmental conditions
  • Identify important technical requirements
  • Identify all Customerdriven schedule constraints (e.g. site access windows, milestones, LD dates, freeissued materials delivery dates and delivery locations)
  • Ascertain the subcontract scope of work. Assign responsibility to prepare SOW and RFQ technical requirements and communicate the requirements to Subcontract Coordinator.
  • Identify offshore related fabrication scope and provide relevant dwgs/details to Fabrication Bid Coordinator to include in Fabrication bid inputs
  • Identify the required bid support from Construction Support Engineering.
  • Identify any required outhouse engineering support, and coordinate the requirement to Proposal Coordinator
  • Provide QA/QC Bid Coordinator with offshore installation related dwgs, specifications and pipelay philosophy form
  • Respond to any clarifications which may be raised by responsible disciplines/interfacing department, or forward any clarifications to Customer through Proposal Coordinator
  • Progressively develop the Marine Execution Plan
  • Receive inputs from responsible disciplines/interfacing departments and progressively transfer into cost & technical bid standard formats
  • Arrange and host a Marine Strategy/Kick-Off meeting.
  • Prepare action list and distribute as required
  • Consult with Discipline Managers on the work sequence plan, proposed asset use, draft a proposed strategy in conjunction with Discipline Manager
  • For pipeline scope, translate the required P90 layrate into duration along route, add downtime, field delays, set up & access.
  • In conjunction with Bid Planner, establish schedule dependencies and interdependencies for engineering, procurement and fabrication
  • If required and in conjunction with Bid Planner, adjust schedule to accommodate constraints from other disciplines
  • Include weather downtime as part of the estimated duration.
  • Verify durations against similar past projects and lessons learned and clarify variations.
  • Make sure that P90 durations are used for the development of schedule for costing purposes.
  • Coordinate the Marine review and approval of the proposed Marine Schedule
  • Ensure that all produced documents get registered and filed in Main Marine Archive/Portal
  • Review and update Marine Nonspread related cost estimate
  • Update PROM items / strategies / values as execution plan changes
  • Compile costs in appropriate groups for Marine reviews, EBS and bid form reporting
  • Check compliance to Estiverb and other estimating directives.
  • Develop estimate uncertainty for P&E to calculate the estimating contingency
  • Issue approved Marine Cost estimates and Basis of Estimate to Proposal Coordinator for Bid Review and Lead the Marine Cost review.
  • Prepare the final list of Marine technical clarifications and qualifications in provided technical bid format including the list from interfacing Marine disciplines, suppliers & subcontractors
  • Review the final clarification and qualification lists with Marine Estimation Manager.
  • Issue the Marine technical clarifications and qualifications list to Proposal Coordinator for Bid Review
  • Issue the final Marine bid cost summary and basis of estimate to Proposal Coordinator
  • Issue the price form inputs to P&E including Unit/Spread rate inputs
  • Respond to Customer's post bid submission clarifications
  • Update PROM items / strategies / values as qualifications are altered or withdrawn
  • Adjust the Basis of Estimates and Cost Estimat
