Requirements:


  • Bachelor's Degree in Engineering
  • Min 15 Years Project Management or Project Engineering experience.
  • Experience in Capex Management and Reporting process
  • Portfolio Management.
  • Knowledge in Industry technical and project management standards and guidelines.
  • Excellent communication and Change Management skills. Strong team leader with strong engagement skills
Responsibilities

  • Manage subcontractor, vendors & possible local government liaison during project phases, ensure project delivery quality assurance & associate cost control.
  • Demonstrate leadership in managing the assigned team members (office & sites) across the region. Lead with example.
  • Prepare quarterly LE and T&R submittal documents using PMR tool.
  • Provide Resources to Participate with Shell Contract and Procurement (C&P) in tendering stage until award of the work including Technical Bid Evaluation (TBE) and Commercial Bid Evaluation (CBE).
  • Project cost control to ensure project progress in line with the planned quarterly Latest Estimate (LE), including management of scope changes (VO) and Cost Control Sheet.
  • Maintain Capital Project Portfolio of project budgets, forecasting, and schedule data.
  • Ensure production of accurate project cost estimates and schedule to Project Managers or Shell Project Managers
  • Ensure work order/purchase order commitments are monitored and tracked to provide VOWD progress, accruals are captured in ERP for each project.
  • Create, update and monitor on monthly basis for each project the cost data which includes approved budget, actual spend, actual commitment and monthly forecast.
  • Maintain/develop monthly individual project cost reports and perform monthly reviews/challenge with SHELL Project managers and/or BV Project managers.
  • Support monthly compliance reporting & project attestations managing the interface with TAO manila F or accounting controls owner accountability on Regional Project Lead.
  • Coordinate error/issue resolution with other teams about VOWD and LE reporting (i.e. Procurement Team, and Engineering) including consistency reporting with Finance department.
  • Monitoring, Controlling and Closing of Projects with complete documentation such PSSR/SOF/PAC and filed in Client's Management System.
  • Managing and Documenting Project Risk in the Risk Register
  • Manage update the project drawings and handover to DGIP for uploading into EDMS
  • Work closely with PDE to ensure smooth project transition from front end (Select / Define phase, including involvement in Opportunity Framing Workshop, Constructability Review, Technical Bid Evaluation) through to Execute phase.
  • To ensure project is compliance with Shell Distribution Global Assurance Maintenance & Execution (D-GAME) process and local Authorities.
  • Participate in HSSE Reviews such as Project Constructability Review, HEMP, HAZID, HAZOP, SIMOPS discussion.
  • Organized frequent coordination meeting to ensure all parties in line in committing to the project schedule.
  • Planning, Executing Project, Development of Project Schedule and Milestones in alignment and agreement with Client.
  • To oversee the coordination and delivery of CAPEX Projects Portfolio in Shell TSO from Identify up to Operations phase.
  • Ensuring top quartile project controls & reporting services to Shell T&SO in accordance with industry practices, Shell Standards, covering the entire Regional Portfolio projects under the TSC responsibility, liaising with PDE/Design Center, other ESP or EPCM project control departments, or directly supporting Shell Project Managers for projects directly under TSC responsibility
  • Manage & maintain the monthly portfolio summary status report or ensure relevant Shell T&SO platform, ensuring portfolio Management tool in SharePoint called "PMR" is update and accurate.
  • Provide support to Shell Project Manager and or BV Project Managers to ensure robust management of scope change is adopted and followed across all Regional Project Portfolio
  • Support development of project cost and schedule including contingency based on CONTRACT procedures.
  • Provided monthly project progress update in Shell Global PMR 3.0 syst
