ROLES and


RESPONSIBILITIES:
-


  • Manage the overall development, plan and control critical activities by harnessing on all resources available from inception to completion to achieve the objective to handover the development on time, within the budget allocated with the desired level of quality.

Pre-design:


  • To conduct preliminary feasibility studies and technical analysis on the land identified to be developed.
  • To prepare development strategy and to conduct market analysis and land valuation with the assistance of the Consultants and input from Marketing & Sales and other internal stakeholders.

Schematic Design:


  • To appoint the key Consultants and to prepare Letters of Appointment.
  • To provide Project Brief to Consultants and review / facilitate the development of the design concept with input from Marketing & Sales and other internal stakeholders.
  • To facilitate timely submission of the Development Order / Planning Permission ("DO / KM") and liaison work with the Authorities to followup on the approvals.
  • To establish preliminary development budget and projections of cash flow in conjunction with the Consultants.
  • To prepare overall Master Implementation Programme (design and construction).

Design Development:


  • To review authority submission drawings to ensure timely submission of the Building Plan ("BP") and other authority submissions and to followup on the approvals.
  • To facilitate submission of drawings, forms, fees and contributions to the relevant Authorities in a timely manner according to the schedule and keep constant rapport with the Authorities to obtain approvals.
  • To establish overall development budget and schedule, and to obtain management's approval.

Tender:


  • To review Tender Documentation by the Consultants.
  • To call and award tenders in accordance to the Master Implementation Programme with the assistance of the Consultants.
  • To establish the Contract Value and to determine the Provisional / Prime Cost Sums, Nominated Sub-Contractors ("NSC") and Nominated Suppliers ("NS") with the assistance of the Consultants.

Construction:


  • To ensure that the Site Team (Resident Site Staff) is properly set up to assist the Project Team and the Consultants to supervise and coordinate the Works.
  • To expend Provisional, Prime Cost Sums and award NSC / NS in a timely manner with the assistance of the Consultants.
  • To review the design and construction methodology and conduct value engineering to ensure value for money / cost effectiveness, constructability and ease of maintenance.
  • To resolve outstanding design issues and to facilitate the issuance of information and instruction by the Consultants to the Contractor in a timely manner to avoid delays to the progress of construction works and to minimise the Contractor's claim for additional time and / or cost.
  • Coordination with the Consultants to produce accurate construction information to avoid / minimise discrepancies that lead to abortive works on site.
  • To keep and maintain accurate documentation of the Project.
  • To facilitate execution and implementation of the Project so that it is completed in accordance to specification, time line and budget allocated.
  • Monitoring of construction activities, progress, quality of works, variations, cost, etc.
  • To monitor the Consultants' Stage Billings to Purchasers, Interim Valuation of Work, Certificates of Payment and other Certification.
  • Monthly reporting on costs and progress of works including forecast of financial projection and target completion.
  • To facilitate the implementation of the Works so that the Project is completed in a proper manner (with mínimal defects) in compliance to the Building Contract for the issuance of the Certificate of Practical Completion ("CPC"); as well as in compliance with the relevant laws governing housing development and Local Authorities requirements in order to obtain the Certificate of Completion and Compliance ("CCC").
  • To monitor site safety at site to minimise incidents and injuries.
  • To facilitate the Application for Strata Titles and the handing over of Vacant Possession to the Purchasers.

Post-Construction:


  • Attend to Purchasers complaints and ensure quick response to rectify defects during the Defects Liability Period.
  • Finalisation / Closing of Final Account with the assistance of the Consultants and to get copies of asbuilt, warranties, etc. from the Contractor.
  • To facilitate the setting up of the Joint Management Body / Management Corporation ("JMB/MC") and attend JMB or resident meetings as the Developers representative.

Other Tasks:


  • Any other tasks that may be assigned by the Head of the Project department or his designated representative.
