HSE practitioner skills for over 27 years with exposure in oil and gas industries the operation, construction, pipe-lay, installation, hook-up, pre-commissioning and commissioning, start-up and de-commissioning activities of Upstream & Downstream industries.
Exposures in the operation of Oil & Gas and also Petrochemical and Chemical plants and have been assigned to various off-shore / on-shore locations in South East Asia, Persian Gulf/Middle East and North Pacific Ocean (Japan) and also experiences worked with various nationalities and races at several work barges, vessels, plants, platforms and project sites.
Working experiences with capable of executing the function of HSE independently and adaptable to extreme working environments and remote conditions. Knowledgeable in HSE Management System (HSEMS), Process Safety Management (PSM) and also in accident / incident investigation and reporting, compile detail information, gathering information, taking up witness statements and other contributing factors to establish and/or identify root cause(s)/origin of failure(s).
Well-versed with leading all the various HIRARC techniques used on site such as HIRA/JSA/JHA/TRA, IDSA, QRA, PHA, HAZOP, HAZID, HAZAN, SIMOPS, SIL, PSSR, SOLAS, CIMAH/COMAH, CHRA, HER, Interlock system, Project HSE Review, MOC, NSO, Fire Impairment, PTW, WIS/SOP etc. Depending on the technique, the output of the HIRARC can be either a documented risk assessment or the document that specifies just the activity, the hazard and the risk control measures.
Involved in HSE audits team on fabrication yard, construction site, plant, platform, workboat and barge to identify potential hazard/risk and deviation and provide means and recommendations to improve work place condition. I am also familiar with requirements of Local Authorities audit. (Surveillance audit for ISO 9001, ISO 14001 & OHSAS 18001) In the meantime, I am participating in HSE training as a Trainer which includes designing and organizing the training.

Plans direct and supervise the day to day activities of Safety services for the assigned operations area.
Ensures that QP personnel and contractors adhere to the Corporation’s Safety Rules and regulations, safe work practices and all safety equipment are maintained and good working conditions.
Inspect facilities and investigates accidents or incidents as required and submits reports on work practices and recommends improvement.
Assists in the training of QP and Contractor personnel.
Supervises the activities of assigned personnel in the Safety Division and carries out supervisory duties and exercises financial authority at level established by management for the position.
Directs and supervises the day to day safety activities. Carries out regular inspection trips or accident prevention promotion visits. This involves carrying out spot checks on safety equipment such as gas detection and hydrogen sulphide detection equipment, breathing apparatus, etc and spot check on activities being undertaking by QP and contractors and ensures adherence to permit to work and other safe work activities. Directs repairs or changes as required. Refer serious breaches of safety policies, procedures or regulations to Sr. Safety Officer.
Investigates all accidents and incidents of safety violations. Prepares accident investigation reports. Determines the root causes of accidents and provides recommendations to avoid recurrence.
Investigates circumstances of accidents for all vehicle or mobile equipment involving QP and contractors enable to provide reports and recommendations. Lead the QP vehicles inspection program and ensures that the program is implemented.
Ensures the adherence by QP personnel and contractors to the Corporations Safety Rules and Regulations and safe work practices, including monitoring worksites on an ad hoc basis and attending safety meeting at various locations to deal with queries and provided assistance on all fire and safety matters.
Conducts orientation sessions with new employees and participates in safety training courses for all levels of employees, contractors and safety crew.
Monitor stock level of various safety items and ensures minimum stock levels are maintained. Prepares material orders and participates in the technical evaluation of materials and equipment. Updates list of safety and fire equipment and ensures equipment inspection program is implemented.
Ensure that all portable mobile firefighting and safety equipment such as breathing apparatus, portable gas detectors. Checks to ensure that work is completed correctly and re-distributes equipment to worksites, maintaining records of serial numbers, work undertaken and site at which equipment can be located.
