    THE JOB

    1. Implementation of Assurance to Customers

    · Execute the strategies, directions and plans to achieve and improve the TMSA ratings and acceptance of managed tanker fleet of vessels by customers as per set of targets so as to enhance the business eligibility.

    2. Focal Point for Internal/ External Customers

    To execute the directives and plans of the Marine Assurance Department in the act as focal point to ES internal parties (FO, FP, QHSSE-BU/SU, etc) and external customers for facilitation, responses and communication of vessels vetted and shore-based management assessed/ reviewed as directed by the Head Product/ LNG teams ;

  • On vetting issues/ approvals/ acceptance of vessels vetted/ inspected by customers.
  • On external customers verification and review (based on OCIMF TMSA Best Practices Guide for Vessel Operators) of ES shore-based management.
  • 3. Preparation and Assurance of Vessels and Shore-Based Management for Customer Vetting Assessment

  • Assist, implement and monitor the vetting plans, establish methods, communication and work with the relevant departments within ES and the shipboard management to ensure that vessels are prepared for the vetting/ assessment, with the objective of enhancing the opportunity for acceptance of the vessels by customers after the vetting is achieved at-least as per fleet target.
  • 4. Planning, Implementation, Monitoring and Reviews

  • Assist in the planning and implementing the plans to ensure the fleet of vessels acceptance by customers are maintained suitable for employment and valid at all times.
  • 5. Verification & Evaluation

  • Assist in the planning and implementing the plans of ES shore-based management reviews as per TMSA elements.
  • To monitor and ensure that ES shore-based management practices are in compliance to meet the target set by ES on TMSA and provide the report and recommendation for improvement.
  • 6. Analysis, Evaluation & Improvement of Performance

  • To collate the relevant data and information and assist in the analysis and evaluation of the shipboard vetting and shore-based management assessment results and identify gaps and recommendations for improvements.
  • 7. Marine Assurance Information, Document and Data Management

  • To implement and monitor information, data and documents management related to ship vetting and shore-based management TMSA reviews are maintained, updated and easily accessible/ retrievable for verification, analysis and reviews.
  • 8. Shipboard Inspections Attendance

  • To carry-out pre-vetting on concerns vessels as to enhance the opportunity for acceptance as directed by Head Product/ LNG Teams.
  • 9. Customer Relations Management & Networking

  • Implement, maintain, review and improve close working relationship and networking with the internal and external customers so as to enhance the confidence and assurance of the customers on the safe and reliable operations of ES shipboard and shore-based management. To investigate and address all complaints from customers.
  • 10. Marine Assurance Department Administration, Performance and Development

  • To assist in the development, establishing, maintaining and improvement of department/ personnel competency, capability and operational efficiency so as to operate in a cost-effective manner.
  • 11. Leadership

  • Provide leadership for the shipboard team, representing the interests of stakeholders, customers and global commercial sectors and employees.
  • Lead, coach and motivate shore-based and the shipboard staff in vetting matters to develop high and distinctive performing leaders and executors to achieve operational excellence.
  • Work closely with the cross-functional superintendents to manage and monitor onboard crew performance on vetting. Advise relevant department on poor performance on vetting and to recommend appropriate actions. Review and evaluate the key personnel performance through the annual performance planning and appraisal exercise.
  • Attend regular team meeting to ensure a good team spirit, common understanding of team goal and increase cross-functional learning. Regularly meet with the leadership to ensure alignment across the teams and discuss trends and improvement options.
  • 12. Project

  • Lead and participate in fleet wide initiatives and projects to ensure ES fleet continues to be competitive and deliver flawless and safe services to the customers.
  • Participate in inspection and audit for time charter, bareboat charters, sales and purchases. Take part in other duties as assigned by team head.
  • THE PERSON

  • Expert in LNG/ Product vessels from operations and technical perspectives.
  • Sound knowledge of shipping industry and tanker business with emphasis on vessel vetting requirements.
  • Competent with proven expertise in developing and implementing processes with improved efficiency and effectiveness within shipping environment.
  • Good troubleshooting abilities.
  • Shipping legal/ regulatory expertise.
  • Basic knowledge on Financial Reporting and Budgeting.
  • Operational and strategic planning.
  • This is a shore-based role which will be stationed in either Kuala Lumpur or Manila or Chennai or Mumbai or Gurugaram.
