JOB PURPOSE:

Manage all the pre and post contract matters for projects i.e. OPEX (Project based with long term contract and selected criteria), CAPEX of Bus (Fleet & System) and Corporate IT as to meet the project objectives in terms of time, cost and quality.

KEY ACCOUNTABILITIES

• Works Measurement of selected elements or trades to establish the accuracy of Bills of Quantities or Schedule of Price in accordance with SMM2 or CESMM.
• Oversee Pre-tender Estimates/Cost Plan/Cost Estimates for the commercial aspects of the Projects CAPEX.
• Monitor Cost Data input in the database system for material, labor and plant rates on building construction, supplies, systems and rolling stock, etc.
• Supervise in the evaluation commercial member for Tender Evaluation process and will be involve in negotiation process with Tenderer or Proponent where required.
• Review essential documents (Performance Bonds, Insurances, Direct Warranty and Letter of Indemnity) for compliance to the contract's requirements.
• Participate in joint site valuation with Contractors/Project Owner/End User for verification of work done prior preparation of payment certification and other inspection if required.

QUALIFICATIONS, SKILLS, KNOWLEDGE & COMPETENCIES:

• Bachelor's Degree in Quantity Surveying or equivalent.
• Minimum seven (7) years of relevant working experience.
• Experienced in QS is an added advantage.
• Sound knowledge in value management and Building Information Modelling (BIM).
