- Advise/ provide consultation on the measures to be taken in the interests of the Legal and JM EHS requirement to Management & all employees. Provide technical advice on all areas of EHS, liaising with Group and external specialists where relevant. Assist other Department Manager on any matters pertaining to safety and health of the place of work;
- Perform site inspection at all plant area especially related to Project Installation/ Construction to determine whether any machinery, plant, equipment, substance, appliances or process or any description of manual labour used in the place of work, is of such nature liable to cause bodily injury to any person working in the place of work and environmental issues are in compliance with JM EHS & legal requirement;
- Investigate any accident, near-miss accident, dangerous occurrence, occupational poisoning or occupational disease and environmental related incident which has happened in the place of work. Ensure all HPLE and recordable events are closed down within Enablon within 28 days of each event. Collect, analyse and maintain statistics on any accident, dangerous occurrence, occupational poisoning, occupational disease and environmental related incident which have occurred at the plant;
- Assist the JM Management on the implementation of the Project safety and health committee, pursuant to legal requirement i.e. Occupational Safety and Health (Safety and Health Committee) Regulations 1996 in organizing and implementing occupational safety and health programme. Become the secretary to the safety and health committee, as appointed by the JM Management, as per legal requirement and perform the task as per required role as secretary accordingly. Assist the safety and health committee in any inspection of the place of work for the purposes of checking the effectiveness and efficacy of any measures taken in compliance with JM and legal requirement;
- Develop and ensure effective Project EHS-MS implementation at the Project site. Ensure Project method of statement (MOS) and risk assessment are in compliance with JM requirement and all required risk controls are in place prior job execution as per JM requirement (life saving policy (LSP), Take 5, EHS-MS, MTMR etc.). Verify the PTW implementation at site prior, during and after work execution;
- Identify EHS Training needs. Plan and coordinate training with training providers through HR and deliver training personally where as required. Conduct JM EHS Induction to employees and contractors. Participate in Toolbox Talk.
- Possess or complete recognised degree or diploma certificate in any field.
- Have valid Safety and Health Officer (SHO) competency from DOSH.
- Have knowledge in Manufacturing and Construction fields and possess knowledge and skills in IH/ OH Program.
- Able to conduct high quality and detailed Risk Assessment e.g. HIRARC, EAI, JSA/ JHA
- Able to conduct high quality Incident Reporting and Investigation including the root cause analysis (RCA) and Human Factor Analysis.
- Have sound knowledge and technical skills on Project EHS Management, Environmental Management, IH/ OH Program, Safe Work Practices program e.g. WAH, LOTO, PTW, manual handling, heavy lifting, working at height, confined space etc., as per JM Group EHS requirement
