    Description

    To assist Permanent Way Engineer in planning, managing and monitoring the Preventive & Corrective Maintenance on Permanent way Maintenance activity based on engineering discipline (Mechanical, Civil, Electrical and Electronic) and any interfacing subsystem is conducted as per Maintenance Plan and Budget. To ensure compliance to Standard Operating Procedures, safety and regulatory requirements to achieve Permanent Way Maintenance Subsystem availability and reliability targets.

    Operations & Maintenance

    • To assist Permanent Way Engineer in strategizing, developing and reviewing Permanent Way maintenance plan in order to ensure the performance objectives are met.
    • To assist Permanent Way Engineer in establishing an effective planning strategy for the allocation of manpower and resources to optimize department productivity.
    • Ensure the effective control of maintenance records for future reference and to support data analysis, technical investigation and audit.
    • To assist Permanent Way Engineer in managing departmental procurement process and ensuring the availability of spare parts in ensuring the maintenance activities could be carried out effectively to minimize system downtime.
    • To assist Permanent Way Engineer in controlling and monitoring maintenance activity of the equipment that belongs under custodian of Department in order to ensure its serviceability to support permanent way operation.
    • Provide support in troubleshooting the repetitive or prolong system failure and monitor the effectiveness of the solution to ensure the system downtime could be minimized.

    Predictive / Preventive / Corrective / Overhaul

    • To assist Permanent Way Engineer in planning, managing and executing resources requirements & availability (manpower, tools and equipment, parts, training) to undertake Permanent Way Maintenance Subsystem Predictive / Preventive / Corrective Maintenance work based on Predictive / Preventive / Corrective Maintenance Plan and Schedule.
    • To assist Permanent Way Engineer in monitoring the implementation of Predictive / Preventive / Corrective Maintenance work conducted by sub-ordinates and providing technical advice and coaching to ensure work done according to SOP and Predictive / Preventive / Corrective Maintenance Plan and Schedule.
    • Ensure rectification works on defects are attended to immediately upon detecting defect (Corrective Maintenance) during Predictive / Preventive / Corrective Maintenance inspection activities.
    • Work together internally as well as with other departments i.e. Rolling Stock, Facilities, Field Operation and other Shared Services Departments.
    • Analyse monthly Predictive / Preventive / Corrective Maintenance reports to ensure works done are as per Predictive / Preventive / Corrective Maintenance Plan and Schedule, work within timeline and budget.

    Rescue & Recover Management

    • To assist Permanent Way Engineer in implementing Rescue and Recovery Plan and Alternative Service Plan in times of emergency and mitigating Permanent Way subsystem/system failures, accidents/incidents, and damage control in the effort to safe life, assets and environment.
    • In the event of Permanent Way subsystem / systems failure, lead maintenance teams to contain and mitigate the situation as per SOP.
    • To assist Permanent Way Engineer in conducting investigation and preparing accidents/incidents report, propose, and recommend preventive/improvement to avoid recurrence and lessons learnt.

    Equipment Design

    • To assist Permanent Way Engineer in providing technical detail REM's system design against the existing infrastructure for enhancement to determine the availability, feasibility and cost optimization to meet maintenance organisation requirements.
    • To assist Permanent Way Engineer in preparing REM's system scope of work, specifications, bill of materials etc. for tender purposes. Participate in the technical evaluation tender exercise, factory acceptance and works implementation to ensure all technical requirements are fulfilled.

    Reliability / Availability / Maintainability and Safety (RAMS)

    • To assist Permanent Way Engineer in developing, controlling and monitoring the RAMS requirement for all system under Permanent Way System.
    • Reliability is a system's ability to perform a specific function and may be given as design reliability or operational reliability.
    • Availability is the capability of a system to be considered in a functioning state.
    • Maintainability is determined by the simplicity of a system to be repaired or maintained.
    • Safety is the requirement not to harm people, the environment, or any other assets during a system's life cycle.

    Requirements

    • Bachelor's degree in engineering discipline (Mechanical, Civil, Electrical and Electronic) OR
    • Diploma in engineering discipline Mechanical, Civil, Electrical and Electronic) with 3 to 5 years of working experience.
